Chief - Commissar Constantin Manoloiu
Head of the Evaluation Coordination Directorate
Ph.D. Constantin MANOLOIU is born in 1955, in Argeš County, and since 2003 has been working with National Anti-Drug Agency as director of the Evaluation-Coordination Directorate. He graduated Police Active Officers School of the Ministry of Interior - specialty Penal Investigations and the Faculty of Law within Bucharest University and also the post-university courses in the domain of "Penal Sciences" at the Police Academy "Alexandru Ioan Cuza" in Bucharest. Between 1981-1999 he worked as police officer with the Criminal Investigation Directorate from the General Inspectorate of Police where he was appointed in several position, from specialist (1981-1991) to chief of service and director (1997- 1999). Between 1999 and 2000 he has been director of the Foreigners and Migration Problems Directorate. In 2000, he was appointed Counselor of the Secretary of State with Parliament Relation and in the mean time, until 2003, he was the representative of the Ministry of Interior in the Anticorruption Central Group. In 1997 he graduated the specialization course "The Democratic Management in the Police domain", organized by The Department for Justice Administration within University of Louisville (Kentucky - USA), and in 1999 he graduated the 8th series of the National Defense High College within National Defense Ministry. He attended also the course "Present problems of the security and National Defense", organized by the National Defense College and the courses for anti-drug specialization with the titles "Basic training in the synthetic drugs and precursors domain" and "International Inter-Agencies Cooperation" organized by the European Commission in the framework of the Phare Program on Synthetic Drugs and Precursors. He is the author of several scientific books on the law domain.
