N.A.A.'S RESPONSIBILITIES

WHY WAS THE NATIONAL ANTI-DRUG AGENCY ESTABLISHED?

Based on a national strategy, the N.A.A. determines the general approach and the unitary co-ordination of the fight against illicit drug trafficking and abuse developed by the competent authorities, by other state institutions and non-governmental organizations, consolidates and monitors the results of the co-operation between the Romanian qualified institutions and the foreign organizations involved in the field.

N.A.A.'S RESPONSIBILITIES

The Agency has the following duties:

  1. elaborates the National Anti-drugs Strategy and its Action Plan, submits them to the Government for approval and monitors their application;
  2. ensures the co-ordination in this field between the institutions, the governmental and non-governmental organizations involved in the activities set in the National Anti-drug Strategy;
  3. outlines, monitors, endorses and co-ordinates the national programmes for countering illicit drug manufacture and trafficking and drug money laundering;
  4. drafts, monitors, endorses and co-ordinates, if the case may be, the national programmes for preventing illegal drug abuse;
  5. co-ordinates at national level the prevention activity of the Drug Prevention and Counselling Centres;
  6. ensures the connections with the European Monitoring Centre for Drugs and Drug Addiction and other international bodies active in the field;
  7. performs and co-ordinates, at national level, the activities of collection, analysis and dissemination of data and information on drugs and drug addiction, maintaining legal confidentiality;
  8. sets up the assessment indicators and criteria of the drug phenomenon;
  9. centralizes, analyzes and summarizes all data provided by the authorities, institutions and organizations involved in the fight against drugs;
  10. drafts the annual report on the trends and the level of drug trafficking and abuse, building on collected data, which is submitted to the Romanian Government and the international bodies qualified for enforcing the provisions of the international conventions, according to the agreements ratified by Romania;
  11. conducts surveys, composes summaries and phenomenon analyses in the field of the fight against drugs and takes action by disseminating materials for the prevention and reduction of the illicit drug manufacture, trafficking and abuse;
  12. makes proposals for the harmonization, updating and adjustment of the legislation in the field according to international provisions, based on data related to the spread and national features of drug trafficking and abuse or originates and creates normative acts in the field;
  13. initiates, co-ordinates or endorses, whenever necessary, research activities in the field;
  14. manages the necessary resources for the programmes provided by the Agency and controls their implementation ;
  15. manages and administrates the human, economical and technical resources of the Agency;
  16. every six month or whenever necessary, evaluates the stage of the accomplishment of the National Anti-Drugs Strategy;
  17. fulfils other tasks in the field, according the law.
The activities stipulated in the articles a) to q) shall be performed without interfering in the specific competencies and activities of other institutions.
